The National Police Commission (NAPOLCOM) recommended to President Benigno S. Aquino III the promotion of Police Director Francisco Uyami, Jr. to Police Deputy Director General (PDDG), a rank equivalent to three-star general in the military.
Interior and Local Government Secretary and NAPOLCOM Chairman Mel Senen S. Sarmiento said that P/Director Uyami is presently designated as Acting Chief of the Directorial Staff, the fourth highest position in the Philippine National Police (PNP).
NAPOLCOM Vice-Chairman and Executive Officer Eduardo U. Escueta said that with the proposed promotion of P/Director Uyami, the PNP shall now have three (3) Police Deputy Director Generals, thus, completing the required number of police officials with three-star rank.
The other two (2) PNP officials who are three-star generals are PDDG Marcelo Garbo, Jr., the Deputy Chief for Administration (DCA), and PDDG Danilo Constantino, the Deputy Chief for Operations (DCO). The DCA and DCO are the second and third in command in the PNP, respectively.
Vice-Chairman Escueta said that the Commission also recommended the promotion of Police Chief Superintendent Joel Pagdilao, Acting Regional Director of the National Capital Region Police Office (NCRPO), to the two-star rank of Police Director.
Also recommended for promotion to Police Chief Superintendent, equivalent to one-star general, were Police Senior Superintendent Romeo Ver, Acting Executive Officer of the Directorate for Intelligence, and Police Senior Superintendent Elmer Jamias, Acting District Director of the Eastern Police District, NCRPO.

The NAPOLCOM issued four (4) separate Resolutions recommending to President Aquino the promotion to star-rank positions of the above senior PNP officials after the Chief, PNP Police Director General Ricardo Marquez recommended their promotion and certified that they meet all the requirements for promotion.
