LEGAZPI CITY — NAPOLCOM 5 Regional Director Rodolfo G. Santos, Jr. discussed the concept of Community and Service Oriented Policing (CSOP) System to 46 Junior Police Non-Commissioned Officers from the different provinces in Bicol on October 27, 2015 at Camp Gen. Simeon A. Ola. The lecture was initiated by the Regional Special Training Unit 5.
Dir. Santos emphasized the principles of collaboration, cooperation, coordination, and sharing of resources among the citizens, local government units, and law enforcement bodies, including the PNP, in the implementation of the CSOP strategy. He however reminded the police officers present that the duty of the police will be geared towards their basic function of law enforcement.
After the lecture, the participants engaged in a workshop in which they listed four possible programs which may be implemented in relation to socio-economic development projects pertaining to the implementation of primary health, maternal, and child care as well as communicable and non-communicable diseases prevention services; maintenance of the Katarungang Pambarangay; and implementation of local solid waste management and disposal systems. Atty. Franco Avila and Atty Adrian Miras were present to assist Dir. Santos in the conduct of the workshop.
The outputs of the participants will be summarized and analyzed and a report thereon will be submitted by NAPOLCOM 5 to PRO 5, which may assist the latter in devising its programs to implement the CSOP system.
