The National Police Commission (NAPOLCOM) recommended the conferment of the Philippine Legion of Honor Award “Degree of Commander” on Police Director General Ricardo C. Marquez, Chief of the Philippine National Police (PNP).
The NAPOLCOM en banc headed by Department of the Interior and Local Government Secretary and NAPOLCOM Chairman Mel Senen S. Sarmiento endorsed to the Office of the President Resolution No. 2016-392 dated June 16, 2016 to confer such prestigious award on PDG Marquez in recognition of his exceptionally meritorious and invaluable service to the country in his capacity as Chief, PNP from July 16, 2015 to June 30, 2016.
NAPOLCOM Vice-Chairman and Executive Officer Atty. Rogelio T. Casurao said that the sterling accomplishments of PDG Marquez clearly manifested deep dedication and commitment to the police service.
“His high degree of professionalism and loyalty to the flag, and his stature as the shining example of a true officer and a gentleman, earned honor and distinction not only for himself but for the entire police organization,” Atty. Casurao said.
Among the most significant accomplishments of PDG Marquez during his tenure as PNP Chief are as follows: he provided strategic direction and meticulous supervision of all police operations in the implementation of security plan during the May 9, 2016 national and local elections which significantly resulted in the high turn-out of voters, thus making such elections truly successful and one of the most peaceful and orderly political exercise in the Philippine history; he efficiently implemented a general security plan as Commander of the National Joint Task Force for the Asia-Pacific Economic Cooperation (APEC) Summit held in 2015 that immensely contributed to its successful conduct; he efficiently implemented public safety operations during the conduct of the State of the Nation Address (SONA) held in 2015; and he proficiently supervised the implementation of police and security operations during the first state visit and apostolic journey of His Holiness Pope Francis on January 15-19, 2015.
Moreover, the PNP Chief provided strategic guidance in the continuous implementation of crime prevention and crime fighting operations through “Oplan Lambat-Sibat” that resulted in a 48% decrease in crime trend from 635 weekly average incidents during the first semester of 2015 to 331 during the second semester of 2015 until the first week of April 2016; he institutionalized patrolling as the backbone of policing dubbed as “Patrolya ng Pamayanan” which has made positive difference in police operations by keeping criminals at bay especially in crime prone areas; and he implemented intensified anti-illegal drugs operations dubbed as “One-Time Big Time” which resulted in the arrest of 40,843 persons and confiscation of Php 3.7 billion estimated value of drugs.
Vice-Chairman Casurao said that in fitting recognition of all the eminently meritorious and valuable services that PDG Marquez has accomplished to such a degree that can seldom be surpassed, the NAPOLCOM firmly believes that he deserves to be awarded the Philippine Legion of Honor “Degree of Commander”.
