NAPOLCOM approves creation of Peace Process and Development Center

The National Police Commission (NAPOLCOM) approved the restructuring, strengthening and renaming of the Peace Process and Development Office (PPDO) as Peace Process and Development Center (PNP-PPDC) to further enhance the PNP’s vital role in the coordination mechanisms under the peace process efforts of the government.

This was announced by NAPOLCOM Vice-Chairman and Executive Officer Atty. Rogelio T. Casurao after the Commission en bancissued Resolution No. 2018-243, dated May 23, 2018, which approved the restructuring to effectively synchronize efforts towards the timely realization and implementation of the following components of the Peace Development Agenda: (1) Continuity of the Government of the Philippines-Moro Islamic Liberation Front (GPH-MILF) Peace Process through the implementation of the Comprehensive Peace Agreement; (2) Closure of the GPH-Moro National Liberation Front (MNLF) Peace Process; (3) Continuity of the GPH-Communist Party of the Philippines/New People’s Army/National Democratic Front (CCP/NPA/NDF) Peace Process towards a Final Peace Agreement; (4) Closure of the Peace Agreements with the Cordillera People’s Liberation Army (CPLA) and the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas-Revolutionary Proletarian Army-Alex Boncayao Brigade (RPMP-RPA-ABB); (5) Development in conflict-affected areas; and (6) Promotion of the culture of peace and conflict sensitivity in peace building and development.

The PNP-PPDC is mandated to act as the office primarily responsible for the monitoring of the development and implementation of peace agreements and pertinent laws; collaborate with the Office of the Presidential Adviser on the Peace Process (OPAPP), Chairpersons of Government Peace Negotiating Panels (GPNPs) and Armed Forces of the Philippines Peace Development Center (AFPPDC) on the implementation of the peace process program; consolidate and integrate inputs and recommendations from other PNP Offices/Units, which may be required in furtherance of the peace process program; coordinate, integrate and disseminate with the other PNP Offices/Units the implementation of the peace process agenda; supervise PNP personnel assigned/detailed to Joint Security Committees/Teams created in compliance with the Peace Agreement; prepare position papers for the PNP on issues and discourses on the peace process program; and, develop plans and programs for the PNP on post-conflict peace keeping.

The PNP-PPDC shall be composed of four (4) Sections: the Administrative Section, Plans and Special Studies Section, GPH-Communist Peace Process Section, and GPH-Bangsamoro Peace Process Section.

The restructured PNP-PPDC shall now be headed by a Police Chief Superintendent who shall serve in a full-time capacity. The former PPDO was also headed by a Police Chief Superintendent who served in a concurrent capacity.

The PPDO was created under NAPOLCOM Resolution No. 2016-385 and it was placed under the functional supervision of the Directorate for Operations.
