NAPOLCOM BICOL HOLDS 2-Day In-House Training on Inspection and Monitoring Functions

The National Police Commission Regional Office 5 held a two-day training on October 8-9, 2020 at Rawis, Legazpi City, entitled: “NAPOLCOM Inspection and Monitoring Functions”. Said training aimed to provide the NAPOLCOM R5 personnel with the technical and practical knowledge on the Inspection and Monitoring Functions of the Regional Office. The training also included other discussions relevant to the services provided by the Regional Office.

            On the first day of the training, Ms. Shirley Aguilar, Police Inspector III, discussed topics on Inspection, particularly the Areas of Concern of the Inspectors and the NAPOLCOM Issuances which serve as basis of PNP compliance to NAPOLCOM Policies. She also showed sample forms which are used in the gathering of inspection data. Afterwhich, Ms. Amy Monasterio, Police Inspector II, further discussed topics on the same area with particular focus on the compliance of the PNP Organization to the standard buildings, facilities, and vehilces. Mr. Victor Tense, Police Inspector II, on the other hand, discussed Firearms Inspection with supplement lecture from Atty. Louie E. Toldanes, Chief TSD, on Cardinal Rules on Gun Safety. Thereafter, a recapitulation of the discussions was given by Mr. Al Francis Jegillos, Administrative Aide IV, and insights were given by
Ms. Honeybeth M. Logia, Administrative Assistant II.

            On the second day of the training, Mr. Arnel Antonio, Law Enforcement Evaluation Officer III, discussed areas of concern on the Monitoring functions of NAPOLCOM including the Community and Service Oriented Policing. He also emphasized how the Local Chief Executive plays a vital role in developing the capabilities of the police. Among the topics he discussed were the monitoring of cases involving police officers, and the deputation power of the LCE over the police. Afterwards, Atty. Flora F. Managampo-Remolacio, Chief RIU, discussed the PNP Disciplinary mechanism of the commission particularly the NAPOLCOM MC 2016-002. Meanwhile, Atty. Zalman D. Uddin, Asstistant Chief RIU, discussed the penalties for the offenses prescribed under said Memorandum Circular.

            Atty. Louie E. Toldanes, Chief Technical Services Division, discussed the procedure on Summary Dismissal Proceedings, and the PNP Welfare and Benefits program of the Commission. Afterwards, Atty. Edman B. Pares, OIC-OARD discussed pertinent concerns on Police Recruitment. After all the topics discussed, Mr. Jonel Ocay and Ms. Evelyn Lumbis provided the recapitulation and insights from the training respectively.

            The key officials, together with Director Josephmar B. Gil, MPSA, CESO IV, answered queries from the participants during the Open Forum. He concluded the training by leaving a message that the training is intended for all personnel to enable them to better serve the public by knowing by heart, the services that NAPOLCOM R5 is providing. He also emphasized that it is incumbent upon the seniors of the office to mentor the new employees for a sustainable and effective government service.
